The {{TaskManager}} should send its {{SlotReport}} as payload of the heartbeat
to the {{ResourceManager}}. That way it is possible that the
{{ResourceManager}} reconciles it's internal view on the actual slot
allocations because the {{TaskManagers}} are the ground of truth for that.
