[FLINK-7093] [tm] Send SlotReport as part of the heartbeat payload to the
ResourceManager
The TaskManager sends the SlotReport as part of the heartbeat payload to
the ResourceManager.
That way, the ResourceManager can sync its internal view on the slot
allocation with the actual
allocation state.
You can merge this pull request into a Git repository by running:
$ git pull https://github.com/tillrohrmann/flink addSlotReportToHeartbeat
