sooo....my take is we activate checkstyle completely for flink-tests,
flink-optimizer and flink-java.
For {{flink-core}} my personal take is we can activate it completely as well. I
don't sweeping changes being made here; the only area that really sees
modifications nowadays is the {{configuration}} package, for which the changes
are always limited. That said, whenever i suggest it people just look at me
like I'm a crazy person; maybe make a ML thread for {{flink-core}}?
For {{flink-runtime}} I'll have to go over the remaining packages again.
