    [FLINK-7257] [runtime] Enable checkstyle for test files in flink-runtime

    With this PR checkstyle rules are also applied to test sources in 
flink-runtime.
    
    No packages for which we enabled checkstyle already was affected. For the 
remaining packages i either added an exclusion specifically for tests (same 
pattern introduced in #4384), or fixed the violations if there were only 1 or 2 
anyway.

You can merge this pull request into a Git repository by running:
