[FLINK-7253] [tests] Remove CommonTestUtils#assumeJava8
This PR is based on #4388, #4398 and #4399 .
It removes all usages of `CommonTestUtils#assumeJava8` and the method
itself since we no longer need it.
You can merge this pull request into a Git repository by running:
$ git pull https://github.com/zentol/flink 7253
