[FLINK-7304] [scripts] Simplify taskmanager GC configuration
## What is the purpose of the change
Simplify jdk-version-dependent GC configuration in `taskmanager.sh` since
we only use jdk8.
## Verifying this change
Run `taskmanager.sh` and check JVM options.
