make sense.
But, the `org.apache.flink.streaming.runtime.streamrecord.LatencyMarker`
in flink-streaming-java module, if `DescriptiveStatisticsHistogram` moved to
flink-runtime, need add dependency flink-streaming-java for flink-runtime
pom.xml.
