[FLINK-8028] Let JobMaster implement RestfulGateway
## What is the purpose of the change
This commit lets the JobMaster implement the RestfulGateway. That way,
the JobMaster can be used in combination with the existing REST handlers.
## Verifying this change
This change is a trivial rework / code cleanup without any test coverage.

Introduce special RestHandlerUrlComparator to sort REST URLs such that

they can be used by the Dispatcher as well as the JobMaster, once it
