On which version does this occur, and which OS are you using?
I couldn't reproduces this on Windows, and the rat-plugin configuration
contains exclusions that should catch these files.
At first i thought that maybe the {{\*\*}} pattern is acting up for you, but
there's even an exclusion for {{.github/**}}.
