[FLINK-8297] [flink-rocksdb] optionally use RocksDBMapState internally for
storing lists

Enable storing lists not fitting to memory per single key.

This change added tests and can be verified as follows:
passes additional tests for RocksDBStateBackend.enableLargeListsPerKey()
