[FLINK-7991][docs] Fix baseUrl for master branch
## What is the purpose of the change
This PR modifies the documentation configuration to always point to the
snapshot version of the docs.
I don't know why it ever pointed to a specific version as this should only
be done on release branches.
You can merge this pull request into a Git repository by running:
$ git pull https://github.com/zentol/flink 8388
Alternatively you can review and apply these changes as the patch at:
