Description: The {{JobMaster}} should free all allocated slots before
terminating. This will make the slots faster available again. (was: The
{{TaskExecutor}} should release all slots when the {{JobMaster}} disconnects
from it (active disconnect instead of heartbeat timeout initiated). This will
make the slots faster available again.)
