[Flink-8424][Cassandra Connector] upgrade of cassandra version and driver
to latest
## What is the purpose of the change
Update Cassandra version and driver to something new,
the driver is current in 3 minor versions behind
the version is 1 major version behind

This change is already covered by existing tests, such as *(please describe
tests)*.
