After discussing with, we decided that one parameter determining the value
of the threshold _and_ whether we output the thresholded values or not is
ambiguous.
What we will do instead is provide another parameter that determines
whether the prediction output will be thresholded or not, and the Threshold
parameter only does one thing, determine the value of that threshold.
