[FLINK-8703][tests] Port CancelingTestBase to MiniClusterResource
## What is the purpose of the change
Ports the {{CancelingTestBase}} to use {{MiniClusterResource}}.
## Verifying this change
Run `MapCancelingTestBase` with `flip6` profile enabled/disabled.
