[~StephanEwen] I am not sure whether the failed tests on trivial is related to 
the WAL, but from an intuitive point of view, I think if we create a dedicated 
{{WriteOptions}} for restore, maybe the problem can be solved. If it is 
desirable to add this optimization into 1.5, I'm happy to try it out.
