Best is you can have SPI interface with also supplied components which can
spring up VMs as needed. This SPI can perhaps be used for Mesos also. In
addition it can manage cloud deployments and manage clustering. You can grab
this functionality from some other project and integrated it into flink. Maybe
you can convince the other project to make this into a reusable component.
(Maybe you can borrow from Ignite the clustering part and share the code and
infrastructure.)
