[FLINK-8957][tests] Port JMXJobManagerMetricTest to flip6
Based on #5690.
## What is the purpose of the change
Ports the `JMXJobManagerMetricTest` to use `MiniClusterResource`.
## Verifying this change
Run `JMXJobManagerMetricTest` with `flip6` profile enabled/disabled.
