[FLINK-8965][tests] Port TimestampITCase to flip6
## What is the purpose of the change
Ports the `TimestampITCase` to use `MiniClusterResource`.
## Verifying this change
Run `TimestampITCase` with `flip6` profile enabled/disabled.
