[FLINK-9033][config] Replace usages of deprecated
TASK_MANAGER_NUM_TASK_SLOTS
## What is the purpose of the change
The deprecated ConfigConstants#TASK_MANAGER_NUM_TASK_SLOTS is still used a
lot.
We should replace these usages with TaskManagerOptions#NUM_TASK_SLOTS.
