However, right now, there is no separate function for sampling from a data set.
I had asked Theodore about splitting the PR to make the sampling code separate,
but he had said I should only do that if there was any specific use cases for
sampling. Since there is a JIRA for this, perhaps it would be a good idea to
break up the PR actually.
