[FLINK-9406] Use equals in JobMaster#requestPartitionState
## What is the purpose of the change
Use equals instead of referential equality in
JobMaster#requestPartitionState
when comparing the producerExecution attempt id with the result partition
producer id.

- Added `JobMasterTest#testRequestPartitionState`
