[FLINK-9468][filesystem] fix get outputLimit in
LimitedConnectionsFileSystem#createStream() incorrectly
## What is the purpose of the change
This PR fixes the bug of getting `outputLimit` incorrectly in
`LimitedConnectionsFileSystem#createStream()`.
