I think the problem is that {{submitJob}} fails in
{{Dispatcher#onAddedJobGraph}}. I would propose to fail fatally when this
happens (see FLINK-9672). This should also log the true reason why the
{{DispatcherTest#testSubmittedJobGraphListener}} fails. I will close the issue
until another instance of the problem occurs with more information.
