[FLINK-9217][kafka-tests] Disable testTimestamps for Kafka 0.10
This test was deadlocking someimtes and for some reasons it appears not
failing in Kafka 0.11.
Disabling it for now, since this probably indicates there was a bug in
Kafka 0.10
that was fixed later in Kafka 0.11.
