[FLINK-9511] Implement TTL config
## What is the purpose of the change
*This pull request refactors TTL config and create a builder to build it.*
## Brief change log
- *Renamed `TtlConfig` to `StateTtlConfiguration` *
- *Move `StateTtlConfiguration` from flink-runtime module to flink-core
module*
- *Create a `Builder` for `StateTtlConfiguration`*

*TltStateTestBase*.
