## What is the purpose of the change
This PR is based on the previous closed and unfinished work
https://github.com/apache/flink/pull/5202, it adds shift left and right as core
scalar operators in then code gen.
The table api syntax is 21.shiftRight(1) and 21.shiftLeft(1)
The sql syntax is SHIFT_RIGHT(21,1)
