The problem is that {{RemoteStreamEnvironment#executeRemotely}} is not setting
{{RestOptions.PORT}}. This setting is evaluated in
{{HighAvailabilityServicesUtils#createHighAvailabilityServices}} to determine
the webmonitor URL:
