I think it would be more maintainable if we extract these 3 methods:
- `transferAllStateDataToDirectory`
- `transferAllDataFromStateHandles`
- `copyStateDataHandleData`
into a separate class file, e.g. `RocksDbStateDataTransfer`.
`RocksDBKeyedStateBackend` already contains a lot.
