 Review comment:
   The reason was that I wanted to use it in `MatchRecognizeItCase`, which 
resulted in
       The LocalStreamEnvironment cannot be used when submitting a program 
through a client, or running in a TestEnvironment context
   
   I wanted to use it just for validation checks, but I moved it to a separate 
class, so I also reverted those changes.
