The {{maven-rat-plugin}} is currently run once before any other module is
compiled or tested. If any module should generate a file that is not compliant
with the rat-plugin the build will not fail, but subsequent ones will.
I propose to run the plugin separately for each module to prevent generated
files from not being checked.
