   ## What is the purpose of the change
   
   This PR introduces `PatternProcessFunction`, which implements 
`RichFunction`, gives access to timestamp of match as well as access to 
`currentProcessingTime` from `TimerService`. There was introduced an additional 
optional interface that user can implement, which enables handling timed out 
partial matches as well (`TimedOutPartialMatchHandler`).
   
   Those features(rich interface, access to timer service) are needed for 
integration with SQL to support UDFs and time operations.
   
   ## Brief change log
   
     - Introduced `PatternProcessFunction`
     - Introduced `TimedOutPartialMatchHandler`
     - mentioned interfaces have access to `TimerContext`
     - addded adapters from old interfaces to `PatternProcessFunction`
     - changed `CepOperator` to work only with process function

    - all existing tests pass - support for old interfaces
    - `org.apache.flink.cep.operator.CepOperatorContextTest`
