`getPortRangeFromString ` also throws `IllegalConfigurationException` which
is a unchecked exception defined in `flink-core`, so here we catch a general
`Exception` and in the catch block then rethrow a unified
`IllegalArgumentException `. This code style used in
`BootstrapTools#startActorSystem`
