Find same test for
this(org.apache.flink.runtime.jobmanager.JobManagerHARecoveryTest#testJobRecoveryWhenLosingLeadership),
should we delete this test case. Job Blocked when submit in disaptcher or
jobmanager, you have added in
https://issues.apache.org/jira/browse/FLINK-11358. So we can delete this test.
