Resolution: Won't Fix
Due to the big Blink SQL code contribution, FLIP-32 replaces FLIP-28. We
postpone the porting of runtime classes for now until we know how the new
runtime will look like.
All new efforts are tracked by FLINK-11439. Sorry, for the change of plans.
