[FLINK-2582] [docs] Add documentation how to build Flink against different
Scala versions
Adds a section to the build instructions how to build against different
Scala versions.
In addition, this changes the menu item name for the build instructions
from "Get Flink" to "Build Flink".
You can merge this pull request into a Git repository by running:
$ git pull https://github.com/StephanEwen/incubator-flink docs_scala
