Legacy mode cannot be used anymore but docs still mention it:
{quote}{{mode}}: Execution mode of Flink. Possible values are {{legacy}} and
{{new}}. In order to start the legacy components, you have to specify
{{legacy}} (DEFAULT: {{new}}).{quote}
