As discussed offline, instead of doing this in the `FailoverRegion` wouldn't
it be better to just have a method like
`CheckpointCoordinator::cancelPendingCheckpoints` that only iterates and
cancels the pending checkpoints and clears the pending checkpoint map while
holding the `lock`?
