The JDK9 profile has a different version to make things compile, but this is at the moment purely a dev profile. We intentionally did not change the version for the entire project since problems in the shade-plugin are subtle and have to checked carefully. Due to the above I'm rejecting this PR. Note: Beyond that the PR is not complete anyway as plenty of modules explicitly define the shade-plugin version as `3.0.0` which all would have to be removed.
