With FLINK-11417, we made the {{ExecutionGraph}} single threaded. Consequently
all the logic which handles concurrent state changes is no longer needed (e.g.
{{AtomicReferenceFieldUpdater}}, checking for concurrent changes, etc.). This
issue is the umbrella to collect every legacy concurrency code which can be
removed from the {{ExecutionGraph}}.
