I think what you need is a better programmatic job control which offers a
{{JobClient}} and {{ClusterClient}} to trigger these actions. FLINK-4272 is the
issue coming closest to these requirements. Before implementing some temporary
workarounds, I think we should properly design it. The consensus on the dev
mailing concerning this problem was to create a FLIP because it strongly
affects the whole client side.
