[~Tang Yan] you're correct that Flink now overwrites log4j properties inside 
framework. It is hardcoded as "file:log4j.properties"

cc [~till.rohrmann] [~GJL] should we adjust the config applying order to 
respect user config?

FYI logic relevant inside
