I'm trying to make sure that all tickets in the "Tests" component have a second
component assigned as well.
Usually, people do not look into the "Tests" component. They mostly look into
components for certain areas of Flink. In this case, people feeling responsible
for the runtime will also see that there's a unstable test in this area.
