Hi [~sunjincheng121],
I talked to [~Zentol] a few hours ago and we agreed on the conceptual level and 
he told me that the timing may still fit for version 7.0 as you were in the 
process of preparing it. I've been working on getting openSSL in for a while 
now and would be glad if it could make it into Flink 1.9 and therefore into 
slink-shaded 7.0.

I did my fare share of (successful) tests with the statically linked version 
but only on Linux. The dynamically linked version doesn't work on my machine 
but simply bundles Netty's tcnative artifact and therefore should (in theory). 
Nonetheless, I don't see a risk of adding the two - we can do more tests when 
actually including them into Flink.
