   *Introduce planner rules to remove redundant shuffle and collation*
   
   ## Brief change log
   
     - *Added WindowGroupReorderRule that makes the over window groups which 
have the same shuffle keys and order keys together*
     - *Implements satisfyTraitsByInput methods for batch operator to reduce 
shuffle and sort*
     - *Added RemoveRedundantLocalHashAggRule, RemoveRedundantLocalSortAggRule 
and RemoveRedundantLocalRankRule to remove redundant local operator after the 
exchange between local operator and global operator is removed*
   
   ## Verifying this change
   
   This change added tests and can be verified as follows:
   
     - *Added WindowGroupReorderRuleTest that validates the result after 
WindowGroupReorderRule is applied*
     - *Added RemoveShuffleTest that validates the result after redundant 
shuffle is removed*
     - *Added RemoveCollationTest that validates the result after redundant 
sort is removed*
    - *Added RemoveRedundantLocalHashAggRuleTest, 
RemoveRedundantLocalSortAggRuleTest and RemoveRedundantLocalRankRuleTest that 
validates the result after redundant local operator is removed*
