   ## What is the purpose of the change
   
   *The current creation of `NetworkEnvironment` relies on `IOManager` from 
`TaskManagerServices`. It is better not to rely on external components for 
constructing specific shuffle environment, so the `NetworkEnvironment` could 
create internal `FileChannelManager` which is already extracted from 
`IOManager`.*
   
   ## Brief change log
   
     - *Extract file channel related functions in `IOManager` to define 
internal `FileChannelManager` class*
     - *Make `NetworkEnvironment` creates internal `FileChannelManager` to be 
used for `ResultPartition`*
