I am very sorry for giving (too) late feedback on this issue.
We had example JAR files for both, Java and Scala, some time ago.
We decided to drop the Scala examples because we did not see a benefit in
providing two binaries which do exactly the same thing.
It is true, that users who want to play with the Scala examples might find it
confusing that no jar files are copied to the {{examples}} folder. However, the
JAR files of the Scala example can be found at
{{flink-examples/flink-scala-examples/target}}.
