In order to support the execution of batch jobs with fewer slots than requested
we need to introduce a special slot request notion which does not register an
eager timeout. Moreover, this slot request should not react to failure signals
from the {{ResourceManager}} and only time out if there is not available or
allocated slot which can fulfill the requested {{ResourceProfile}}.
