   ## What is the purpose of the change
   
   Similar with MemorySize in the configuration package, we also need to 
introduce a TimeLength so that users can write configurations like "cache.ttl = 
1min".
   
   ## Brief change log
   
     - Introduce `TimeLength`
   
   ## Verifying this change
   
   This change can be covered by new tests (`TimeLengthTest`).
