Description:
FLINK-13176 and FLINK-13024 have passed CI individually, but together they seem
to cause LocalExecutorITCase.testUseCatalogAndUseDatabase to fail because
planner is not able to find a UDF from a different catalog.
Disable LocalExecutorITCase.testUseCatalogAndUseDatabase for now.
Should be solved by FLINK-13177
